To lead national investment in health research by building capacity, supporting excellence, embedding ethics, and ensuring that high-quality evidence is translated into better policy and care.

Purpose

To advance ethical, excellent, and equitable research that strengthens the health system and delivers real societal benefit.

Strategic goals

To achieve our mission, activities within and across goals are closely interconnected and reinforce each other.

We have set out strategic objectives for 2026–2030 under five goals:

Creating a vibrant and future-ready environment and research workforce for health and social care

Building an effective and competitive clinical trials ecosystem in Ireland that delivers for patients, the healthcare system and the economy

Informing health policy and practice through high-quality data and evidence

Funding the best research, ideas and innovations to improve health and social care and support the economy

Driving national, EU and international collaboration to tackle health challenges, promoting ethical practices in research and innovation, and enabling successful participation in EU funding programmes

Delivering organisational and operational excellence
